Servo Amp setup

Can any one help me with the setup/calibration of a servo amplifier board, model N.o PPC-1. The board is part of a control circuit for a Sag Mill Speed. It gets a 4-20ma input and regulates a 110-115Vac output to drive a actuator. We are getting no 110V once the speed goes above setpoint. the amp is supposed to give me a constant 110v when the speed is away from setpoint the then slowly reduce the period ON as it gets closer to setpoint.
Any help would be greatful.
A manual or some web site that may help me.
