Services in 2m Diameter 2.8km ocean outfall

I am seeking technical papers or reference books for the design of services in a large diameter ocean outfall tunnel.

The services are required for
hypochlorite,compressed air,vacuum break & venting

The services need to be constructed in the tunnel for disinfection, dewatering and inspections/cleaning.

Problems foreseen are

1) flotation
2) corrosion from sea water
3) service crews use of motor bikes dont want brackets off the wall that they can skid into
4) cracking of embment concrete, if used
5) changes of direction into shaft or outlets

Any experience out there?

Make them out of HDPE and put them in the cast-in-place concrete
