assume you mean potable water tank or reservoir
you don't need a bell mouth, plain pipe inlet is fine
you always need to ventilate a water reservoir but cover it so rain, dirt and birds can't get in
of course a level gauge indicates the water level
a float valve can signal a pump to shut off to avoid overfilling a reservoir
not sure what a "hooper" is

Please review the attachment and link. I assume you are in the UK. You probably should review the local government regulations for storage tanks to ensure your project complies.

Thank u cvg. You are right it is potable water, but what i want to know is where to place my level guage, I'm not sure but I think it is better to locate it at the outlet connected by tee, the one that say 'vent pipe with cowl' might not be for air vent as there indicated 'DN 150 uPVC' for air vent on the reservoir, hooper might be for lifting chlorine bags as the dis-infection building is above the reservoir; I agree with the bell mouth but it is mentioned in the agreement
