Self Blanketing Tanks

One of the recommendations in a safety audit suggests to identify crude oil/ condensate storage tank which are 'self blanketed'. The recommendation further explains the criterion for self-blanketing as being “a vapor evaporation rate, which is greater than 1.5 times the maximum pumping draw down rate”. Would appreciate your comments on
(1) where does this criterion come from ?
(2) does somebody have experience of using this criterion?
(3) how conservative (or accurate) this number may be for crude oil/ condensate tank?

Any comments would be appreciated.
