Selective fluoride or chloride removal from city water stream

Studies performed on a quenching unit we have indicate fluoride/chloride levels are significant factors in degrading the mortar and brick. Are there any cost-effective industrial methods for fluoride/chloride removal from a stream containing 4 ppm fluorides and other typical fluids found in drinking water? Stream size is around 40 gpm for reference.
 
There are commercial systems for de-chlorination.
For example, if you have a once-through cooling system that you chlorinate you then must dechlorinate prior to discharge.
At 4ppm of Fl is your water lavender colored?
I hope that no children drink this water.
That is a lot.
Most place work to 2ppm max and I have even seen some at 1ppm max, so there must be removal methods.
