Is there simple formula?

If ALWAYS solidly grounded, select MCOV to be about 110 to 120% of the maximum expected operating phase-to-ground voltage. If resistance-grounded or ungrounded, select MCOV to be about 110 to 120% of phase-to-phase voltage.

Assume you meant LIGHTNING arrester. This term is itself obsolete (at least in US) and should now be called SURGE arrester.
