Selection criteria for SA 516 GR. 60 and GR.70?

For carbon steel pressure vessel what is the criteria for choosing SA 516 Gr.60 or SA 516 Gr.70?

Tensile and yield strength requirements for design.
 
In the tank codes, Gr. 60 can be used at lower design temperatures without impact testing, which is pretty much the sole reason to use it. I'm not sure the extent to which that carries into ASME, though. Grade 70 is more readily available.
 
Often grade 70 can be dual certified to grade 60 as well.
 
I have seen many sour service specs that require Gr.60 with an added restriction on maximum tensile stress.
