Not clear when this needs to be applied. I mainly deal with 1 and 2 story single family residences, SDC = C or D.

For your type of structure, assuming wood construction, omega is mostly going to appear in the design of any beams supporting shear walls and restraining their tiedowns. See ASCE 7-16 Commentary Figure C12.3-5
Also any custom concrete anchorage associated with seismic loads. Most of the time we use test products but occasionally a special condition comes up that requires us to design the anchorage.
