Seismic Load for Design Underground Concrete PIT for Water Retaining Structure

Dear All,

I'd like to rise a discussion and also a question related to design of underground concrete pit.
1) Related to load combination, is the load of lateral earth pressure combining together with seismic at simultaneous? My point is, if we apply seismic load of earth based on mononobe-okabe method which contain of ka + kh still necessary to add load case lateral earth pressure in PIT wall? I also want to confirm whether mononobe-okabe method still valid to be used in designing underground PIT?
2) In seismic case, is there any additional seismic load from liquid inside PIT at seismic case? My point is water splash at wall due to seismic.

Hopefully, I can get some input for those question.
