Is there anything in IBC or ASCE that requires an equipment pad to be tied back to the structural slab for seismic resistance? e.g. a generator pad or dumpster pad that is 20 feet away from the building.

I'm not aware of anything either. I think that your equipment pad has to work for the forces on it, and it has to be stable against sliding and overturning.

Preferrable to isolate, thus lesser weight effects the building in a seismic event.
