Seismic Allowable Stress Increase

ASCE 7-10 12.4.3.3 states that "allowable stresses are permitted to be determined using an allowable stress increase of 1.2" when using load combinations that include seismic overstrength factor. Does this mean that when designing a moment splice with an overstrength factor of '3', we can increase the allowable stress to 120%?
 
When using ASD, that is how I interpret that. I think it is a notion to how conservative ASD is compared to LRFD, since LRFD doesn't get that factor.
