securing a transportable dwelling

Hi everyone,

I am securing it to ground anchors, & the specifications call for 3 ton minimum chain, to be looped through a hole in chassis outriggers, & splice connected with a shackle (no specifications are mentioned for the shackle). Does the shackle need to be 3 ton or something less? I have been unable to contact the specifier.
