Sect IV Relief in Sect VIII System

Greetings,
We have hot water systems that use remote generated steam in unfired section VIII heat exchangers and associated pumps, valves, and expansion tanks. Therefore, the system is not within the scope of Section IV, but the conservatively designed Section IV relief valves seem to be the best choice.

Would this be acceptable to a State Inspector or would they require a Section VIII relief?
