Sealed vs Filled for Expansion/construction Joints

Do they serve the same purpose? I am looking to through together a rough detail and spec for expansion and construction joints for my PM and while using the Caltrans Standard Specifications for clarification on the two, it seems that they serve the same application. When looking to fill in the joints is there typically anything to consider when selecting a type of fill (i.e. Sealant or Filler) or is it simply left up to the contractor’s preference? It seems to me from reading that the sealant can be used to protect the filler from weathering or the sealant can be used solely. Is there a benefit to one over the other(performance, cost, ease of install etc) Any input would be helpful.
