Do you know what type of seal is this?

Is the o-ring split too?

I'd say it is A version of a "rod" seal used in hydraulic cylinders, etc.
The 0-ring is to provide extra outward pressure on the legs/lips for better initial sealing before the pressure builds up, or for sealing in the "opposite" direction. Some use metal springs for that function. I don't recall ever seeing a split version before, but I don't work with them all that much either.

That is lip seal. The o-ring provides extra force to keep the lips of the seal in in contact with the surfaces for a tight seal when there is little pressure differential to do this.

Tmoose,

Thanks for the link. That's what i was looking for, PolyPak seal!
Thanks to others also for helping me out.
