Hello, I would like to ask few things which I still dont know how to do.

1. How to rotate parts?
2. How to change scale of parts?

If by rotating parts you mean rotating the actual solid body in Part Environment, then then the answer is this:
1. if the part is created with sync tech, just select the whole body and rotate it using the steering Wheel.
2. if the part is created with ordered option, then you have to move the first feature to a different datum plane and then fix all the failed features.

If your question is related to a draft environment, you have to do this:
1. when you are placing the first view, you have the Custom button. It is below the Primary Views (top, front, etc.). Click on this button.
2. in new window, rotate the model as you want.
3. click close and place your newly defined view.

If the view is already placed, then I guess it is impossible to rotate the model

And about scale.
When you are placing first view, you have the option in toolbar (Solid Edge ST6) for selecting the Scale.
When the view is already placed, just click on it. In the same toolbar you will have the same Scale option.
You can also click with right mouse button on the view and select properties. Under General tab, you will have View Scale and Scale value. You can change the scale value there.

If you want to add some more deafult view scales, then open the Custom.XML file and add them under DVScaleSet name= line.

You can rotate a view by right clicking on it and somewhere on one of the tabs is the option to rotate view.

However, this only applies to that view as I recall - not any projected from it but it's been a while since I did it so may be wrong.
