Where can the SCS peak factor be changed from 484?

The peak factor is a function of the Unit Hydrograph, which can be selected on the calculation settings screen.

Most projects will use the standard SCS 484 peak factor, or the Delmarva peak factor of 284. Other UH definitions can be downloaded from

The reveiwer of the project has asked me to use a value of 323.

 
The peak factor does not uniquely define the UH curve. (Many different curves can have the same PF) That's why you need to specify the complete curve and not just the PF.

Where is the project located? If you check my previous link, there is a Georgia UH with a PF of 323. This is also used in Florida. This might be what you're looking for.
