Scaling one end of a protrusion

I have a wing protruded from a datum line of the airfoil. I want to be able to scale the opposite end to a specified width, creating a tapered protrusion. What's the best way to do something like this?
 
You may want to elaborate a bit...
 
That's ok, I found what I needed in parallel blends.
