Scaling confusion= roadblock

I can't draw a detail of part of a large assembly to a different scale. Also, I cannot get the large assembly onto the drawing size (it dwarfs it).

Do the draft tutorial, it will show you how to place and maniplulate drawing views.

Sorry, that doesn't help. My ST3 version (2D) has 3 tutorials: one for making electrical schematics, one for using the calculation features and one for creating 2D drawings. Since I am drawing a mechanical contraption, I did the last one and it does not cover the manipulation of drawing views. Furthermore, the application menu is inconsistent. Sometimes when I load the program it includes "set up drawing area" and other times it does not and instead has "sheet setup". I found the "scale" feature but it just changes the size of everything including the dimensions, e.g., if scale is 3, then a 4 inch length becomes 12 inches.
 
Did you draw in model view or on the actual sheet?

If you draw in model view you should then be able to place scaled views on the actual sheet.

I drew on the Model view but cannot achieve an independent scale for the part. Also, on the working sheet I cannot correlate the assembly drawing to the sheet size (legal size). The sheet appears as a small rectangle superimposed on the drawing. It cannot be manipulated and that is all that will print out. The help menu tells me of a "detail" feature that encloses a selected part of an assembly which then can be drawn to a larger scale. I cannot find this feature. I do not understand the interaction of the "model view" with the working sheet, nor the drawing on the working sheet with the paper size. Although I have spent 5 working days trying to learn and use this software I will have to abandon it because of these roadblocks. By the way, I discovered why there are two versions of the "Application menu". One appears for the Model View and the other for the Working sheet.
 
Have you created a model, or are you just drawing in a draft file?

This tutorial illustrates the typical workflow for creating and placing the drawing views of the machined part shown in the illustration above. This workflow is applicable to both synchronous models and traditional models in Solid Edge ST.

As you create this drawing using the ISO Draft drawing template, you will learn how to do the following:

Place a principal Front view plus three other standard views (Top, Side, and Isometric) using the Drawing View Creation Wizard.

Add a detail view using the Detail View command.

Use a cutting plane to create a section view, and then place the view on the drawing using the Section View command.

Adjust the position of views on the drawing.

Add drawing view labels.

Change and show drawing view scale.

Open the model from the drawing to make a change, and then update the drawing views.

Thanks for that input but that tutorial is not included with the version I have-"Solid Edge 2D Drafting ST3-Draft" It does not appear to have the features covered by that tutorial either. Also, the Help contents seem to go with a more complete version of the software than the one I have.
 
You should have said you only have the 2d drafting - now we know what you are trying to do.
Near the bottom of your screen you should have at least 1 tab - probably Sheet1. If you have the 2D Model tab click it to activate the 2D model view window.
If its not there, at top of screen on the View tab, Sheet Views section click on 2D Model to get the sheet tab to show.
Now you can draw whatever you like at full size in the 2D Model window.
When you have done your drawing go back to Sheet1 and on the Sketching tab, Drawing Views section click 2D Model.
This will switch you back to the 2D Model window but you will have a "cross-wire" type cursor. Now define the area covering the graphics that you want in your your drawing view (2 diagonal points of a rectangle).
You will then be taken back to the working sheet and a view rectangle will be attached to your cursor.
Place the view where you want it and adjust the scale to suit.

I'm sure this would be in the help - look for 2d model.

When I go back to Sheet 1 I cannot find the "Sketching tab" nor of course the subset "Drawing views". When I click the bottom tab and go back to 2D Model I do not get the "cross-wire" cursor. I tried to copy and paste back to the Sheet 1 but it does not work.
Also, when I try to add dimensions to a separate view of a part on the 2D Model the computer tells me the dimension, which is to the same scale as the whole assembly. I cannot set a different scale for the part.
 
I'm so lost at this point I'm not sure I can help but I'll try.

In 2D the basic idea is that you draw at 1:1 in the 2D model sheet.

When you want to place a view on your drawing use the 2D model view button to place aview on the relevant working sheet.

You should then be able to scale this 2D model view to your hearts content.

Post an image of your screen in the 2d model view and in the working sheet view.

File for 2D Model is attached. Sheet 1 is blank. Bedframe-looking assembly has correct dimensions. Parts to the right do not, e.g., channel section is 3 in wide by 1.5 in deep. ( These parts are not yet on the assembly).

I can't open it as I have ST2 - post images of the screen so I can see what you have.
I'm really confused by what you are doing.
The process for drawing on the 2D model sheet is quite simple - you draw at 1:1 then create a view of that on the working sheet at whatever scale you need to fit the drawing sheet size.

Finally, I found the 2D Model and Detail buttons under the Tables tab at the top. So I can use these now but when transferring the view to the working sheet I have trouble controlling the scale.
I am going to make hybrid drawings from S.E and by hand because too much time being lost with S.E. program.

No, I meant an image of the WHOLE SCREEN so we can see what commands you have available.

You would not be able to see hidden commands. You could download a free copy of the ST3 2D Drafting program and have everything.
 
I'll try and explain one last time.
Ensure you have tabs for Sheet1 and 2D Model shown at the bottom of screen, and Sheet1 is the active sheet.
At the top of screen click on Home tab.
On the Drawing Views group click 2D Model.
This will switch you to the 2D Model sheet with the cross-hair cursor and the graphics on there will be greyed out.
Drag a box around the graphics you want in the view.
You will now be switched back to Sheet1 with a view box dynamically attached to the cursor.
You can changed the scale now on the select menu, or just place it and change the scale later.
Place the view where you want it.
Annotate it as you want.
Job done.
Simples.

What I do notice is that your details next to the main view are not drawn at 1:1, but they should be.
The scaling is done on the Working Sheet, not the 2D Model sheet.
You will really need to read the help topics - search for "2D Model"
