Scale Referencing

Actually, I would like to know if you can scale a new sketch by referencing a known existing entity(like in AutoCAD), such as existing line work with a known dimension that you would like to scale the new sketch in reference to(scaling larger or smaller) while keeping the new sketch design intention in complete proportion to itself?

I'm not sure how the feature you want works in AutoCAD (I probably did several years ago), but I don't believe there's an option besides scaling by a scale factor in SolidWorks.
