We have a cegelec Scada system,There is one operating station with two monitors, my question is
1.One Monitor is for Overview & operations, the other monitor is for Communication(Annunciation).The functionality of the monitors is fixed i.e in the Monitor of Operation you can not have Annunciation & Vice versa
is that normal.

2. we have two systems PAS 1 & PAS 2 ,the system says that it is redundant, but only PAS1 is active & PAS 2 standby.You can not select PAS 2 & run PAS1 as redundant.In case of failure of PAS1 ,PAS2 is expectd to start.
Then can it be called redundant?

I am new to scada, please help

I'm not familiar with that SCADA system, we have ACS. Have you tried reading the documentation that came with it, orcontacted the vendor for information on your question in particular and for training classes they may offer?
 
About second Q.
It's called HOT standbay, HSB system. Yep, is redandancy.
You can check with vendor, if possible option HOT-HOT, or two Master options.
About first Q.
I don't know this SCADA, but it's possible. Not seems, usually you can open few monitors, used big screens, etc.
You have check it with vendor.
