Can SB-283 UNS C70620 O20 be used for B16.5 flange?

SB-283 C70620 is not a listed material in B16.5-2020 table 1.1-1.

ASME B16.24 covers cast copper alloy flanges, so unfortunately SB-283 C70620 is not listed their either.
