SAW welding flux

For SAW, can flux used for PWHT be used for non-PWHT welding? For example, can F7P2 designation be used for Non-PWHT welding?

In some cases you may choose to qualify a WPS with and without PWHT,where the same flux was used.
Lincoln certifies certain wire flux combinations with and without PWHT. eg. LA-71 /880M ( P6 A6 )
