Saturated Propane Vapor in 10,000 Gallon Tank

I'm unsure what this graph is trying to convey, shouldn't pressure stay constant with an LPG as the tank is filled? I'm looking at Appendix C - Saturated Propane Vapor in 10,000 Gallon Tank of the following document.It can be found on page 34 of 38 of the PDF:

It's not made clear but what I believe this it is saying is that in an empty propane tank, depending on the pressure there is approx. X gallons of propane if this was converted to a liquid.

Back on page 7 it refers to a liquid empty pressurised propane tank still containing about 3% of the propane mass.

Look at App 3 - at 100 psi Vapour Pressure = about 20C , the amount is 300 gallons, so 3% of a 10,000 gallon tank.
