Saturated loose bulk density

Is the there a standard to work out the saturated loose bulk density of a material or can it be calculated using the dried bulk density & PD. The material looks like a lightweight roof soil with a high organic content & dried bulk density of 800kg/m3. Particle density has not yet been established

probably have worked past this by now... but i think you would need to describe the application. I'm having trouble coming up with a time where i would have chosen to not use compacted wet density when i needed a design variable for the weight of soil.
 
i would try a unit weight using a unit weight bucket, or you could do a sandcone. and use the wet density instead of dry, or use the dry and assume a moisture content and add the wet weight. you going have to use the dry since moisture is never constant due to weather
