SAP2000 Time History Function Set from a File using MATLAB

I have a .txt file that I want to import into SAP2000 using MATLAB. In the CSIOPI document of SAP 2000, they have explained how to do it in VBA. But it would be great if someone can guide me how to do it in MATLAB. Below, I have attached the code that I am using and the error it shows.
