SAP2000 fiber sections vs OpenSees(Py) fiber sections - Distributed or concentrated plasticity?

Hi,

I was wondering if the fiber section application in both SAP2000 and OpenSees platforms are the same in terms of analysis formulation? I'm certain that the OpenSees fiber section beam-columns are perfect examples of distributed plasticity approach. It uses Gauss-Lobatto or any other integration schemes to sum up the plasticity along the length of the element. However, in SAP2000, even though we can assign fiber sections at any location along the length of the element, we have to specify a hinge length while defining the fiber-hinge. My query is, doesn't this make it more of a concentrated form of plasticity rather than distributed? What are your thoughts?
