Sanitary surge/holding tanks

I am presently involved with a surge tank design for a private developer, for handling sanitary sewage. It might be an off line or in line tank. Does anyone know anything about surge or holding tanks? EPA REGULATIONS? WEB SITES?<br>
or the problems associated with such?<br>
