Sandy Silt under Foundation

I have an equipment foundation that is subject to sliding. The soil below is Sandy Silt with a low angle of internal friction (13°). Would the better recomendation ground improvements be a structural fill, or could cement stablization be used here? This work is being done overseas and I am not sure yet what is available for site improvements.

What sort of sliding loads are we talking about ?

Probably better to dig out and fill with stabilized and compacted crushed rock and/or try a prevent sliding by some keying into soil and using the passive resistance of the soil against the shear load.

Agree with dgillette - 13 degrees is typically in the order of fully softened to residual friction angles . . . Where overseas?
