Sand Backfill in clay soil

A client of mine is backfilling with a 11 ft tall concrete basement wall 8 ft wide swath of good sand (about 30psf/ft). The native soil is clay (about 54psf/ft). How wide should be swath of sand be to use its propertied in the design of the wall? I originally designed the wall for resisting clay soils and the reinforcement is more than his previous engineer had specified on such a project. The backfill will be well drained with a drawing tile system.

Also, what is the minimum area of vertical reinforcement in a basement wall? ACI 14.2.7 states that 14.3 and 14.5 can be waived where structural analysis shows adequate strength and stability. Again, his previous engineer had #6's at 48" in a 12" wall.
