Safety on Pneumatic Valve Manifold

Hello, I'm working on development of pneumatic safety components. I'd like some help in understanding if there is a preference towards safe power in a valve manifold vs using a safety rated valve. Safe power to the manifold is a cheaper way to control multiple valves but does not offer the same level of safety as a redundant safe valve that is directly monitored. Do any of you have experience with this in designing a system and would your needs changed based on the safety circuit?
