Safety Factors to consider on plant DBN or increase plant load/capacity

Just a usual question to friends here.

What are the important process safety factors to look into while we are going for process/petrochemical plant capacity increase or DBN.
One first though will PSV sizing and release capacity.
Does it require adequacy check on fire fighting system also with increase capacity?

Any other process safety factors?
 
IMO, several things may be check simultaneously, including but not limited to: the sizing of the vessel and pump, piping hydraulics, proper material metallurgy due to the P&T changes, as well as the safety relief and flare system, etc.
It's helpful for a proper response if the post could be more specific.
