SA-574 bolting & Section VIII-1 lateral expansion requirements

I've recently specified some 1.25" SA-574 (Gr. 4037, 4042, 5137M, 51B37M, 4140, OR 4340) socket head screws for a project that needs to meet Sec. VIII-1. According to Figure UHT-6.1, the bolting must meet 15 mils of lateral expansion. This is inline with Interpretation VIII-1-10-20.

My supplier has tried numerous heat treatments (at MDMT = -20F) and keeps coming short (although close) of meeting the lateral expansion requirements. This is a reputable shop that manufactures code compliant products regularly.

Have any of you specified this bolting for a Section VIII-1 applications? Is this bolting basically not used in Section VIII applications? Did you have any trouble meeting the lateral expansion requirements? Any thoughts or suggestions?
