SA 403 Welded Elbows 2

We have a query regarding the manufacture of elbows to SA403 which require welding with the addition of filler metal.
These elbows are to be used on a vessel u stamped as per ASME VIII Div.1

If a 24" short radius elbow is manufactured from plate and has 2 welded seams (with filler metal), SA403 states that the welding has to be carried out by an ASME XI welder to a procedure also qualified to ASME XI.
It also states the all welding with filler is to be 100% radiographed.

However does the elbow have to be welded by a shop which carries a U stamp and therefore does the elbow itself need to be supplied with a partial data report ?

Yes, if the elbow is not supplied under an ASME Product Standard or does not comply with UG-11(c), and as such would require a partial data report and hydrostatic test. Read UG-11(c) in Section VIII, Div 1.

 
And the opposite side of metengr's post is: If the ell is a stamped SA-403 fitting, with a [legetimate] Material Test Report, the stamping and MTR are all the documentation required.
