SA-325 NOT PERMITTED FOR ASME III according ASME II, PART D SUBPART 1, TABLE 3?

In ASME II, Part D, Subpart 1 in table 3 the SA-325 Gr 1 structural bolt is classified for ASME III application NP=not permitted for maximum temperature limit, why is this bolt not allowed? The most curious thing is that the same table shows the SA-325 material without any classification and this material is applicable in ASME III.

The use of material is decided by the Construction Code. One Code may allow the use while another Code may not.
To know the specific material is not allowed by the Code, you need to go through the Code.
