API-510 states if the material is unknown to use the allowable stress value for SA-283-C. Can't seem to find it
 
What code was the vessel built to? If it was ASME Section VIII Division 1, the current edition of ASME Section II Part D lists the allowable stress for SA-283 Grade C plate as being 15.7 ksi for design temperatures up to an including 500F.

You will see SA-283 used in a lot of older vessels and storage tanks. It has been superseded by SA-516.
