Rust on Components

Hi,

I am looking for some help with structural components with some rust. I've seen the statement for rebar...
"rust shall not be cause for rejection provided the weight, dimensions, cross-sectional area, and tensile properties of a hand-wire-brushed test specimen aren't less than the ASTM specification requires."

My question is the same, or similar applicable to bearing plates/tendon anchorages for post tensioning concrete?

In general, yes; however, you must also keep in mind that anchorages and bearing plates do not have the same protection as rebar embedded in concrete. These should be protected from further deterioration by ancillary means.

Since you responded the way you did.... twice. Does that mean that he has to wire brush those items twice to get rid of the rust, and then apply two ancillary means of protection? Can they be the same protection means, as your answer would suggest, or must they be different?
