First, let me explain that routine repairs are not accepted by all Jurisdictions. Second, because this is a vessel with base metal and weld impact qualification, the WPS needed for this repair must also be impact qualified. If this vessel was not impact qualified, I would not have a concern with your interpretation.
You can argue this is a routine repair with the Inspector, and that is all that counts. However, we (NBIC) considered non-load bearing as studs or refractory pins. Good Luck.
