Rotate with Middle Mouse Button Issue

I have an issue with an undesirable "pan" command popping up when I want to rotate with the middle mouse button. Sometimes it doesn't happen, sometimes it does, I don't know what the deal is with this. I ONLY want to rotate with the MMB. I can not find a setting for this in SW. Here is an attached image of the offending cursor I am speaking of:

Turning off the itellipoint in the Control Panel appears to have done the trick. Thanks!
