When you use INSERT->SURFACE FINISH, you'll not be able to rotate it, as the system supplied surface finish symbols are read only.
Use this work around to rotate them any way.
1. At the outset insert the required surface finish symbol using INSERT->SURFACE FINISH.
2. Now delete the same(think of this step as price you pay to get the desired result).
3. Now choose INSERT->SYMBOL INSTANCE,in the'symbol definition'list of the resulting Dialog,you can see the just deleted surface finish symbol for you to select to be inserted.
4. Most importantly the Angle box is activated.
