Rooftop structures ASCE7

This is my first time using section 6.5.15 of ASCE7 with regards to "rooftop structures" I have to design the connection of a mock-bell tower to a flat roof. Obviously the bell tower has the bottom half open on all four sides, does this section still applies? if so, what Cf should be more adequate?

also, will the force calculated with equation 6.28 applied at the geometric center to find the reactions, but not to all wall as in MWFRS?

Any feedback will be helpful.
