If the roof drains are adequately sized, just let it flow to the roof drains. You can use a hose monster with pitot tubes to measure the flow.

See NFPA 14. Is the standpipe supplied by a municipal water supply or is it supplied by the fire department? Is the standpipe connected to a fire pump?

sounds like you have to do a little research
1. what year was it installed
2. what code or nfpa standard was it designed to
3. was it designed to a code or standard
4. what were the design requirements when it was built
5. did anyone approve the design
test to the design that it was installed by if any
if no design standards than would see what flow and pressure you get.
