Roark's Formulas for Stress & Strain (7th Ed.) pg 170, there are values for b/a to get e/a, if i have b/a =30 ,how i get e/a?
 
Could you say which chapter, paragraph and table/example is it ? It seems that in other editions the part of the book that you are talking about is moved to different page. So if you provide more details it will be easier to help as we won’t have to own 7th edition particularly.
 
my interpretation : b/a=30 >>> b/a=2 that is b/a=30 can be deemed as infinity, therefore you can consider only central load
 
I'd use the limit value.

if you want precision, curve fit the table data, with an asymptote to the limiting (infinite) value.

Change the b/a to the equivalent a/b and interpolate?
