River bridge Design project

I am using a bank seat pile foundation on clay for a river bridge
Is that the depth of the pile calculated by balancing the active and passive pressure.

If yes, when I am calculating the active and passive pressure of soil. Should I take the whole structure as an embedded pile?

I am sure scour will be a design issue following almost any code. So the normative or technically expected scour needs to be determined to ensure the bridge will perform under such circumnstances; except if the bridge is expected to fail under such, but anyway, some degree of embedment loss is to be considered for any design life.
