Risa 3d provides an option to use the Internal force summation tool (IFST) which results out the summation of the forces with respect to the global forces at that section.
from Risa-3d.
As per Risa-3d the IFST uses plate corner forces for the resultant of forces which is true while for the plate corner forces at IFST cut nodes.
Plate corner forces matches with the boundary conditions reactions and sums up to zero where there is no boundary condition.
However, I am unable to relate the IFST tools results with the internal force M1(216.095) There is difference of results on IFST and internal Moments Mx(189.84)
