What is the effect of shear reinforcement or bending reinforcement in beam-column joints for degree of fixity?

How can we decide whether we use semi-rigid or rigid in modelling?

Could you refer me some books or articles about this topic?

Just a suggestion...put some lower bounds on your design moments. I wouldn't design an end span for a moment less than wl^2/11, unless it is a very short span.
 
I hadnt seen the drawings before I answered the question, but now that I see it, there is definitely a problem there, since normally codes let you assume fully fixed, but the rebar must be fully developed (a length ld for ACI), or else the full capacity of the rebar cannot be acquired.
