Right-In and Right-Out

Trying to work with the DOT on an access permit application. Client wants to install a right-in/right-out access but DOT is balking because they say it gets ignored by motorists.

Besides the obvious options like signage and a concrete island 'pork chop' at the entrance, has anyone else figured out a way to make these work for motorists and appease the concerns of the DOT?

Keep in mind, this is in snow country, on a rural highway, with a small proposed commercial development, so expansive curb and gutter channelizing devices are probably not feasible.

Any ideas would be appreciated.
