An insert plate is a plate butt welded into the shell. A reinforcing plate is an additional plate usually around a fitting that is fillet welded to the tank shell. You did not ask but the third type of plate other than a shell plate is a thickened insert plate which is a plate that is thicker than the shell (again usually around a fitting), butt welded into the shell.
