I've not heard the term revision cloud since my AutoCAD days. The short answer is that NX does not have this functionality as a standard command. If you would like a future version of NX to get it, you will need to contact GTAC and open an enhancement request (ER) asking for this. If you can cite a drafting standard that requires (or strongly encourages) the use of revision clouds, the ER will get higher priority.
