Retaining wall on slope ground 1

Here is my situation:
Our project is building some resort on hillside.
we need to build RC wall along the road to fit the entrance of resort. However, the slope is cut so steep for excavation of resort. Bearing capacity is not good enough to build a retaining wall. What i should do and how can increase the bearing capacity for building structures on steep slopes.
 
Bearing capacity is good enough for some reinforced concrete construction. You could never get from that photo why a retaining wall could not be constructed. Then again, there's always driven piles, micropiles, soil nailing and segmental retagining walls to consider. . . .

How about soil nailing?

Yup. Some locations were nailed. I think it's okay.
however, some portions were not nailed and the cut is almost 80 degree, the retaining wall is 1m behind the cut. That's my concern. The retaining wall may be up to 3-4m.
 
24 to 30" Soldier piles at 5 to 6 feet on center with permanent tiebacks? Would have to check right-of-way issues here though.
